Transforming the Public Health System Consultation – Lincolnshire System Response
The government has recently released details on its proposals to reform the public health system in England to ensure it is fit for purpose to meet future challenges. The Transforming the Public Health System Policy Paper sets out the following structural changes:
- Establishing a new UK Health Security Agency (UKHSA) which brings together the health protection capabilities of Public Health England (PHE) and NHS Test and Trace.
- Transferring the health improvement, prevention and healthcare public health functions of PHE to a new Office for Health Promotion (OHP) under the professional leadership of the Chief Medical Officer.
- Strengthening NHS’s role in prevention and population health. At a local level this will be driven by Integrated Care Systems (ICSs) as set out in the White Paper on health and care.

Further announcements are expected over the coming months as the current PHE functions are transferred to the new organisations. To help inform and shape the next steps DHSC are asking for comments and feedback on a series of questions (appendix A in briefing paper) by 26 April 2021.
